NATURE OF RECOMMENDATIONS.
My recommendations are based on a considera-
-tion of the position from these points of view:
The requirements of the existing schools; the
development of the present school system on
existing lines; fresh educational developments.

REQUIREMENTS OF EXISTING SCHOOLS.
SCHOOLS FOR CHINESE BOYS.
The strong Committee on Education which sat
in the
in 1917 recommended that there should
District Schools one English teacher for every
four Divisions. I have taken this as my basis.
Headmasters are outside this calculation, but on
the other hand no provision is made for about
one fifth of the English Staff being always
absent on leave nor for short leave and sickness
among the Chinese Masters. These two factors
may be set one against the other.
The Lower School at queen's College is in
respect of the work done similar to the Dis-
trict Schools. On the other hand the fees
are twice as high, and it is only reasonable
that the proportion of English Teachers should
be much higher. I have taken it as one English
teacher for every two Divisione. In the Upper
School at Queen's College the necessity for a far
higher
